Arizaldo Castro, MS, PhD

Principal, Environmental Science

Arizaldo is an environmental microbiologist with over a decade of experience in academic, public, and private sectors. He currently serves as an Associate Professor at De La Salle University-Dasmariñas. A former senior graduate researcher at the University of the Philippines Diliman, he worked on using microbial communities to monitor environmental pollutants in Metro Manila’s drinking water systems. He is currently an associate member of the National Research Council of the Philippines. 

Aliyah Lou Evangelista, MSc

Principal, Health Informatics for Development

Aliyah is a development communication specialist with over a decade of experience in digital health and health policy and systems research. She has led projects to transition COVID-19 and vaccine information management systems and digital health projects to initiate health care provider network information systems in the Philippines for the Department of Health and Philippine Health Insurance Corporation.

Amadeus Fernando Pagente, LPT, MHSS

Principal, Health Social Science and Mental Health Studies

Amadeus is an experienced health program officer and educator with over a decade of experience in public health, research, and education. He currently serves as an Advocacy Officer at Rainbow Rights Philippines, a non-governmental organization. He is a former Senior Health Program Officer at the Department of Health (Philippines), where he supported policy review and development and program implementation. Previously, he held roles as Supervising Health Program Officer and Research Fellow at the Department of Health, contributing to critical health initiatives. Amadeus has also worked as a Research Associate with the Zuellig Family Foundation and as Managing Editor for The Normal Lights, a CHED-accredited journal on education. Earlier in his career, he served as a Physics teacher, fostering student growth through innovative instructional practices.

Devon Ray Pacial, RMT, MPH

Principal, Epidemiology and Public Health Policy

Devon is a public health policy scientist and educator with extensive experience in health policy and legislation, surveillance systems, global health security, and monitoring and evaluation. Currently, he serves as a Supervising Health Program Officer at the Department of Health. He has also served in the Epidemiology Bureau, where he led the pilot implementation of pan-respiratory surveillance and other surveillance system strengthening initiatives, and in the Philippine Health Insurance Corporation, where he co-developed Universal Health Care-related policies such as universal membership.
